I have examined the accompanying Ordinance, entitled

An Ordinance to authorize the Appropriation of a Supplementary Sum of Five hundred and twelve thousand two hundred Dollars and thirty-four Cents, to defray the Charges of the Year 1908

I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions
